The conflict between Brazil and Elon Musk’s satellite internet firm Starlink has been escalating with the recent threat of sanctions from Brazil’s telecommunications regulator, Anatel. This comes as a result of a public confrontation between Musk and the country over the decision to block his social media company X. The situation began when Brazil’s supreme court ordered a nationwide suspension of X for failing to comply with the country’s laws, which was upheld by a panel of federal supreme court justices. Anatel subsequently instructed internet providers to block access to X following the court order.
Artur Coimbra, a commissioner at Anatel, revealed that Starlink is the only company that has refused to comply with the court decision to block X. He mentioned that Anatel is investigating the potential noncompliance of Starlink and other network operators, indicating that there could be sanctions imposed on companies that do not adhere to the court order. These sanctions may include fines and the revocation of the license to operate in Brazil, raising tensions between Musk’s company and the Brazilian government.
The dispute between Musk and Brazil dates back to April when X faced legal challenges in the country. Following court decisions to block certain accounts on the social network, Musk advised users to utilize a virtual private network (VPN) to access X in the event of a ban. The conflict intensified as X failed to appoint a legal representative in Brazil, as required by the country’s laws, leading to the suspension and legal confrontations. The timing of these events coincides with Brazil’s preparation for municipal elections, adding a political dimension to the conflict.

The targeting of Starlink by Anatel further exacerbates the dispute between Musk and Brazil, particularly fueling the conflict with Brazilian supreme court Justice Alexandre de Moraes, who was responsible for the ban on X. Starlink’s financial activities in Brazil were disrupted following an order from Moraes, leading to accusations of intimidation and freezes on bank accounts. Musk’s public criticism of Moraes as an “evil tyrant” and accusations of censorship have escalated the tensions between the billionaire and the Brazilian government.
