In a recent report by the Center for Countering Digital Hate (CCDH), Instagram has been called out for its failure to remove toxic comments directed at Vice President Kamala Harris and other prominent female politicians. As the 2024 election approaches, the non-profit organization has been monitoring large internet platforms to ensure they are effectively monitoring hate speech on their platforms. The research focused on analyzing 560,000 comments on posts from five Republican and five Democratic women politicians who have high engagement levels on the platform.

CCDH CEO Imran Ahmed highlighted the concerning findings and recommended that Instagram must enforce its policies to protect women in public life. The organization stressed the importance of equipping platforms to support women candidates who often face abuse and provide them with best practices for dealing with such behavior. However, despite these recommendations, Instagram has been criticized for its lack of action in removing toxic comments from politicians’ posts.

Meta, Instagram’s parent company, has faced backlash for its handling of hateful content across its various apps. Lawmakers have been vocal about the company’s failure to address the spread of harmful behavior online. Additionally, Meta has been accused of not adequately protecting underage users from predators and sexual exploitation. While Meta has acknowledged the need to review the flagged comments and remove those that violate its policies, the company has also stated that some content may be offensive but not necessarily in violation of its rules.

The CCDH researchers discovered over 1,000 comments that clearly breached Instagram’s terms of service, yet the platform failed to take action on 93% of them. Even after using Instagram’s reporting tools to flag the offensive comments, the majority of them remained on the platform without any intervention from Instagram. This lack of enforcement raises questions about Instagram’s commitment to combating hate speech and ensuring the safety of its users.

The report also highlighted the prevalence of racist and abusive comments directed at politicians like Vice President Kamala Harris. Despite efforts to flag and report such comments, Instagram’s response has been inconsistent, with some offensive posts being deemed acceptable by the platform’s guidelines. The report also identified repeat offenders who repeatedly posted abusive content, further underscoring the persistent challenges faced by platforms in moderating user behavior.

Instagram’s failure to address toxic comments on politicians’ posts points to larger issues surrounding the moderation of hate speech on social media platforms. While recommendations have been made to improve enforcement and support for women in public life, the reality on the ground shows a lack of action and accountability from Instagram.
